Is the United States Congress – envisioned by the founders as a check on the executive branch to reflect the will of the people – becoming as outdated as flip phones and MySpace?

Under the Constitution, Congress is compelled to pass laws, but it no longer seems to do much of that, beyond keeping the government open and the debt paid. Is this a rare but not unprecedented reflection of partisan rancor, or is Congress irrevocably broken?
